Well I`m gonna state the obvious here,evidently there is something wrong
with the pump. Did you check to make sure the positive side of the pump
is not shorted to ground? Is there anyway that the pump could be wired
reversed? Because the hot wire has to be shorted to ground to cause the
problem you`re having. Not trying to be a know-it-all, just trying to help you rethink what could be wrong.
